FSE at UEFA Women’s EURO 2025: A Major Step Forward for Supporter Involvement & Activities 

With UEFA Women’s EURO 2025 underway in Switzerland, Football Supporters Europe (FSE) and its members are delivering an unprecedented level of supporter involvement & activity. 

Preparations began well before fans arrived, with FSE conducting host city and stadium site visits during April and meeting host cities to present the Fans’ Embassies concept in Switzerland. Meanwhile, we were also consulted by UEFA on the development of the tournament’s Human Rights Declaration, grievance mechanism, and safeguarding mechanism, and together, with UEFA, we co-hosted the first-ever Fan Forum dedicated to a women’s international tournament. 

Fan Forum 

Earlier this year, FSE and UEFA co-hosted a landmark Fan Forum to strengthen collaboration between Fans’ Embassies, SLOs, National Associations, Host Cities, and tournament organisers. The event helped build key communication channels, clarify roles, and encourage open dialogue, building on the collaboration with UEFA and the successful model developed at UEFA EURO 2024. Fans’ Embassies 

Fans’ Embassies are setting a new benchmark at UEFA Women’s EURO 2025, with nine active both on the ground and online, the highest number ever at a women’s international tournament. Through activities such as fan walks, pre-match meetups, and essential logistical support, they are playing a vital role in ensuring fans have a smoother, more enjoyable, and better-informed experience throughout the competition. 

Observations 

Throughout the group stages, FSE has observed matches in every host city using the same structured approach developed for UEFA Club Competition finals, UEFA EURO 2024, and UEFA Nations League Finals. These matchday observations focus on safety, security, and service standards, while identifying best practices for the rest of the tournament and future tournaments. 

Council of Europe S4 Balance Project 

FSE also contributed to the Council of Europe’s Balance S4 project through observations of matches in Geneva and Zurich. The insights gathered will inform draft recommendations to the Saint-Denis Committee aimed at improving the quality of the services offered to fans across Europe.  

Human Rights Advisory Board & Declaration 

Building on our role at UEFA EURO 2024, FSE is again part of UEFA’s Human Rights Advisory Board for Women’s EURO 2025, alongside the Sport & Rights Alliance, the Centre for Sport & Human Rights, Amnesty Switzerland, the Council of Europe, and other stakeholders. FSE also contributed to the tournament’s Human Rights Declaration, an important step in embedding human rights commitments into this tournament and setting a strong precedent for future tournaments. 

Human Rights Grievance Mechanism 

One of the key roles of the Human Rights Board is to advise on the implementation of the grievance mechanism for reporting human rights violations. Reports are handled confidentially by an independent law firm, and individuals can also choose to remain anonymous. FSE encourages anyone affected by violations of human rights at any time during the tournament to report the matter through the form here

Safeguarding Mechanism 

As at UEFA EURO 2024, a safeguarding mechanism has been implemented across the tournament venues. It allows fans who are subjected to harassment, discrimination, or threats to request immediate support from specialists and have access to a safe space on-site. Posters with QR codes link directly to the online reporting form, available in all stadiums. The safeguarding mechanism in place this summer is a legacy of FSE’s Erasmus+ project SAFER, which helped to implement the first-of-its-kind rapid response mechanism at UEFA EURO 2024 in Germany. 

Fan Dialogue Policy 

UEFA has committed to a dedicated fan dialogue policy for Women’s EURO 2025, building on the progress made in Germany last summer, which we greatly welcome. FSE and Fans’ Embassies are working in partnership with UEFA and host cities to ensure supporters’ voices are heard throughout the tournament.
